Government and regulated offices keep years of orders as scanned pages, often in more than one language and script. Keyword search cannot read a scan, staff rely on memory, and a right-to-information reply, an audit or a court filing needs the exact order and the exact page. Key4KB changes what a records office is: from a room people search to a colleague that answers, cites the page, and knows what was changed later.

The request for regularisation was rejected because there are no sanctioned regular posts and a lawful regular recruitment framework [1][2]. Government found that long service, satisfactory performance and the continuing requirement of personnel cannot create a right to regularisation [1].
